ARC - Updated Step Forms and Pool and Water Feature Guidelines
Effective June 30, 2025 - The ARC and POA Board have approved the latest versions of the ARC step forms. Also, new Pool and Water Feature guidelines have been drafted and approved. Routine Maintenance and Pressure Washing
With the recent work our volunteers have done in March and April, one major item we've accomplished was to edge all of the lots that have not been done in a very long time, which is mostly the unfinished lots. This has been a very time-consuming and physically demanding job. However, the POA was willing to do this service free of charge. This now gives us an opportunity to do a thorough clean-up on our sidewalks and curbs, which as a whole, have never been done as long as I can remember going back to at least 2016 when the lots were first put up for sale. Since then, the fronts of all unfinished lots have only been mowed by the landscaper with the cost built into POA dues. Developed lots have always been the responsibility of the owners for their own maintenance costs. Beginning in June 2025, costs incurred for routine maintenance for all lots, developed or undeveloped, will be at the cost of the lot owner. These items may include, but are not limited to - mowing, edging, bush-hogging, grass seed, tree removal, concrete repair, pressure washing, silt fencing, weeding, and sod installation. Lot owners may do this maintenance themselves or with their chosen vendor(s). However, if no action is taken within the time alloted from a notice the owner receives, then the POA reserves the right to complete the work with its chosen vendor and bill the costs back to the applicable lot owners. These decisions will be made at the discretion of the Board.
Second, the Board has decided upon a specific vendor for pressure washing all sidewalks, curbs, and storm drains that are in need of it. The work will be professionally done with pre-treatment to reduce the re-emergence of mold and bacteria. Each owner will receive a notice of where the determination has been made that pressure washing is needed. Any lot owner wishing to do the job themselves will have 21 calendar days from the date of the notice to pressure wash their sidewalks, curbs, and storm drains, otherwise the job will be done by our chosen vendor, and we will bill the cost back to each lot owner according to a 4-tiered scale based on the expected frontage. Lots that have satisfactorily pressure washed in recent months may be exempt from this round of maintenance. The pricing by tier is:
- Tier 1 - $100.00 for lots with less than 120 feet of frontage
- Tier 2 - $175.00 for lots between 121-162 feet of frontage
- Tier 3 - $250.00 for lots with 163-280 feet of frontage
- Tier 4 - $400.00 for lots with 281+ feet of frontage

Changes to Maintenance Costs for Lots / ARC Standards Revised May 28, 2025
PLEASE NOTE - The POA Board met last week and voted on the following items:
- They decided on a final design for the Deepwater Cove circle, which has been unfinished the last few years. The design includes crape myrtles, gardenias, and a birdhouse to properly frame the entrance to the dock trail, which will have additional landscaping done in the coming months. The previous and current boards have debated multiple design options for this circle over a long period of time, so we are pleased with the final choice that was made. We anticipate the circle improvements to be done this Friday, weather permitting.
- The board voted to require that the maintenance costs for all lots, whether built or empty, be handled by lot owners on a go-forward basis. For over 8 years, empty lots were mowed or bush-hogged at the cost of the POA, while built/finished lots are obviously handled by individual owners. This inconsistency will be fixed on a go-forward basis immediately. A more detailed notice will go out to all owners in the coming days that will itemize the maintenance needs that need to be addressed with 21 calendar days to complete the tasks. If the tasks have not been completed by the owner within the given timeframe, then the POA will find vendors to complete the work and bill the costs back to lot owners as necessary. This includes, but is not limited to, mowing, edging, grass seed, silt fencing, pressure washing, and concrete repair.
- The board voted to approve a revision to the ARC Standards Reference document (May 28, 2025 version attached). There are a number of important items that needed additional revision from the version we released in January, so we ask that everyone save this and familiarize yourself with it. All owners are responsible for understanding the ARC guidelines and communicating them to their builders or contractors. Repeat Reminder - Large or Heavy Equipment on Asphalt
This is a repeat of my reminder from my March 6th communication that per the latest ARC guidelines (communicated on Jan 20th) we have specific rules regarding large equipment being used and loaded/unloaded on the asphalt streets. We also want to remind ALL OWNERS that YOU are responsible for communicating neighborhood rules to all builders, vendors, and contractors/sub-contractors as well as any actions they take. Unfortunately, I am having to send this notice out again due to repeated enforcement situations that have arisen since January. The purpose of this requirement is to protect the integrity of our private roads, and violations will result in fines.
Here is an excerpt of the applicable language:
· The Property Owner and Builder commit to maintaining clean roadways, including but not limited to clean up or pressure washing of dirt/mud within 48 hours of the streets being dirtied, or following notification by the ARC or Board. If this issue is not rectified within this timeframe, a fine of $50 per day will be imposed against the Property Owner. If the issue is not corrected within Seven (7) calendar days, the Board may elect âself-helpâ to correct the issue and all costs, plus an additional $250 fine will be assessed to the Property Owner.
· Bulldozers, skid-steers, backhoes, excavators, small wheeled mofettes, or other similar construction equipment, with or without tracks, are NOT allowed on the roadways. All such equipment must be loaded, unloaded, and/or run/operated on the Property Ownerâs property and not on the road or sidewalk. This is essential to maintaining the integrity of our roads. If this is not possible, such as during the unloading of construction supplies, it is the Property Ownerâs responsibility to ensure that protective pads or other measures are used on the roadway to prevent any damage to the roads. Any observed (documented) violation of this rule WILL result in a $250 fine against the Property Owner.

Reminder About Setback/Undisturbed Areas in Covenants
REMINDER - Please remember that we have other properties surrounding us such as the old Camp Wow, the Jarrard farm, and homes on Autumn Mill Drive. Our covenants go into detail around setback and undisturbed area requirements for applicable lots, which we expect all owners to abide by.

New ARC Standards Reference - Published January 20, 2025

This message is to notify everyone of the updated Architectural Review Committee Standards document that has been revised and implemented as of January 20, 2025. There are a number of updates to this document since the last version dated, December 2022. New ARC Step Forms effective December 31, 2024
This message is to inform everyone that effective December 31, 2024 the Board approved new versions of the ARC step forms for construction/project submissions. These forms have been added to the docksidecovepoa.com website, or you can reach out to the ARC email (docksidecovearc@gmail.com) for copies of them. As noted previously, owners are responsible for understanding our neighborhood rules and guidelines, so it's always good to ask questions if you are unsure of something. The new step forms align with other changes voted on back in November.

Burning Rules for the Community
Please note the following rules from the ARC Standards Reference related to burning in the community:
- Burning of trees, brush or other debris is not an allowed method for any lot clearing or site preparation and is strictly prohibited. Debris must be removed or may be chipped.
- No burning of trash or of construction material is permitted. Hall County does not permit either activity.
Our community also follows Hall County rules for burning, which may change on a daily basis due to the time of year and outdoor conditions. Please check this website if you intend to do any burning and need a permit number. https://www.hallcounty.org/1138/Burn-Permit-Number

Notice on Lot Clearing and Breaking Ground
Please note for the sake of clarity that it has always been the neighborhood's requirement that any breaking of ground for construction, whether it be a home, pool, fence or other is strictly prohibited unless explicit approval has been granted by the ARC or Board of Directors. This is inclusive of lot clearing and removal of healthy trees in clearly visible areas of the lot. Also, as of the notice provided on November 23rd, breaking ground for new construction also requires the neighborhoodâs receipt of the necessary impact fee and refundable deposit. Please refer to the ARC materials on the EasyHOA site or request them for full understanding of the neighborhood requirements. While some situations do occur, please note that there is a variety of penalties that may be applicable. Any owner who has questions is encouraged to reach out to the Dockside Cove ARC mailbox or schedule time to talk over the phone with one of the members of the committee before taking action on a project.

Updates to ARC Guidelines, New Impact Fee and Refundable Deposit Requirements for New Construction
Effective November 23, 2024, please note the following changes to the Architectural Review Committee and procedures that are now implemented:
- There is now a final checklist requirement for completion at the end of a construction project. A member of the ARC will be assigned to work with the owner to check off all items to validate project completion.
- Accompanying this checklist is a new requirement for a fully refundable deposit of $5,000 that will be returned to the owner at the end of the project once the final checklist has been completed. This deposit applies to new construction.
- Separately, there is an impact fee of $5,000 that will now be billed for new construction. All impact fees will be allocated to the road reserve for future improvements and repairs.
- Both the refundable deposit and the impact fee will be billed at the time of ARC submission for a Step 3 approval for “Clear to Frame" and before breaking ground.
- For improved transparency, the ARC will provide status updates for on-going projects at monthly board meetings going forward.
- Finally, all future proposed changes to ARC guidelines and recommendations for enforcement actions will require board approval prior to implementation or delivery.
